Health requires sustainable financing that is not dependent on political whims. Like other public goods, it should not be seen as "charity" or "aid" but as part of national and global social contracts.

African governments should meet their obligations for public health. But to do so, they must confront the drain of national resources through capital flight and unjust terms in international economic relations.
